Sorry to disappoint you, but there is no surf within hundredsof kilometres... all waves are blocked by the Great Barrier Reef which stretches from the far north tip of Queensland 3,000 kilometres south to Gladstone. While Agnes Waters does get tiny waves sometimes, and Fraser Island gets huge waves but far too many sharks, Noosa is the closest reliable surf. More than 2 hours in an airplane from Cairns.

Hopefully you can help me out with where to go for some decent beginner wavers (but not baby white water crap) and where the locals are ok with tourist newbies. Melbourne, Sydney or Brisbane

There IS surf in Cairns.
At Ellis Beach, North of Cairns and at Rocky Point, north of Port Douglas.
