you will find exellent surf at any of the locations you mentioned there is plenty of beach or reef to surf with in 1hrs drive from where you are staying both east and west coast

the peninsula and phillip island are best in summer and there are some spots that are far, fickle, and lbest left for the vicexian huevo freezin southern crew. green and brown water , ice cream headaches, shrivel pinga, beach barbies, good fishin, cold chelas, crazy huevonas, footy heads eating pigs eyes with dead horse and screaming for more pigs ears at the rub a dub with their cobbers and on the capitan cook for a furry gutted platypus with a coupla snorkers with highbeams.
