Simon has summed it up pretty well, but for big consistent waves the Margaret River Region in south of Western Australia is very hard to beat.
If u have to live in the city then I'd go QLD mainly because its warmer and the lifestyle up there is pretty good, except that its a rugby state and we all know Aussie Rules is THE game to play / watch / discuss etc etc.

Cactus in SA is a great place for good waves and lesser crowds.  Avoid anywhere near a city on the weekends.
