Yes, there actualy is one spot you can surf within a 45 min drive of down town vancouver. Its, Point Roberts in washington. The best place to catch waves is at Lighthouse park.
However, it only gets wind waves, atleast 25 knots from a southerly direction will do it. Its possible to get waves here between October and May
At first I was sceptical when I herd about this spot. But, I went out their twice just to check it out. One time the wind was from the south at ~30 knots the waves were about shoulder hieght (4ft) and surf able.
The other time I went out there was on the windest day in over 20 yrs the wind got up to 45 knots due south. The waves were huge (considering its the strait) they were 9ft high.

There's another place about 2 hours south from Vancouver. It's actually in Washington State.
Go the Fort Ebey State park on Whidbey Island. No need to take a ferry as there is a bridge to Whidbey Island at Anacortes.
Nice point break. You can see some photos of the waves at findfamilyfun.com/whidbey-island.htm
