I went to Chile a few years ago when I was just beggining surfing.
I went to Pichelimu, and nearby Punta De Los Lobos.
Go there, but its about a 5 hour bus from Santiago.
I cant help you with boards, I just took mine on the plane then on the bus.

Pichulemu is a good spot. You can rent boards and wetsuits from Elvis. His place is closest to the point, right on the road along the beach. There is another place closer to the main scene. But, in the winter, its pretty dead.
There is a cheap hotel at the north end of the beach, its big and white and pretty cool. $10 bucks a night last year. Elbe runs the place.
