Should be decent waves, but of rain and less crowds than the other months

I used to live in CR. Depending on where you would like to surf is if it's ok or not with the rain.
I would recommend you the south, there are very long waves and not crowded.

Its a rain forest! Its going to rain. I've never had a problem this time of year. Sure it will rain on and off but the surf should be really good! One good benefit is that the rain should keep things cooler! There will be sure pretty much wherever you go. Your chance of rain though will be less likely up north in Guanacaste. Costa is not like is used to be in that you will pretty much be surfing with others no matter where you go. Some spots will be more crowded than others. I would try to avoid river mouth breaks when it is raining. Good luck man, have fun!
