I have only been to Cahuita twice for a total of 6 days.  Although you can surf near the entrance of the park near the tourist center, the waves are not very consistent, not very big, and the ride is pretty short.  As you move further in to the park the waves basically dissapear and its perfect for snorkeling.  Cahuita is better known for the awesome snorkeling you can do off the reef.  Don't be bummed though.  I assume you plan on staying in Puerto Viejo?  You can walk south and find quite a few reef breaks and beach breaks.  The beach break is at Playa Cocles and is pretty good. It is about a 30 min walk a along the beach from Puerto Viejo.  Good luck.
