Because Encuentro is ok for surfing and that's about it; it's not the place for good and convenient accommodation . There's nothing there: no food, no supermarket, no bars, no decent road.
3-4 times a day on a moto taxi back and forth into town grows old very quick, and that's besides the danger factor of those motor bike rides, especially at night, trust me I experienced that first hand
People in town also told me that it's not the safest area at night either (although i didn't have anything stolen.)
Be safe, stay in town and take a (motor) taxi to Encuentro once a day, or even better go and surf the many other (better and less crowded) surf spots on the coast, that's what I am going to do the next time I am in the area.

I have lived in cabarete for 3 years, and the amount of people that stay at Encuentro that have had to go to the hospital because they crashed their scooters / motors or even cars after dark there is insane.
Want to surf at Encuentro? Hope on a motor or take a taxi during the day.... when it's safe.
