Best spots for windsurfing in Croatia are Bol on island of Brac and Peninsula Pelješac. Both spots has similar wind conditions with light wind in the morning (2-3bft: suitable for beginners) and termal wind in the afternoon (usually 4-6 bft). Other surf spots, that I know, are on island Krk (Baška and Punat), on island Pag (Sveti duh), Preluka (early morning wind). There are also a lot of locations in Croatia with occasional wind or with weaker winds, where you can surf with bigger sails.
P.S.: I know my reply is probably a little late for you, but I hope it may be helpful for someone.

im recently searching about surfing in the adriatic and ive only come across "Medulin" a spot just underneath Slovenia.. pretty much all i know is that its possible to surf there.. if anybody has any other info please dont be shy and help a fellow surfer. want to know when it breaks swell or wind and how much of either is needed, and how rare.
