No wetsuit, but a rashie works. It's sitting in the breeze that chills you, not the water.
Oahu is decent surfing in April, so is Kauai. (provided there is a swell) The South Shore will probably be small but the West Side and the North Shore may give you some good action. I don't want to recommend the east side, it's the Windward side(onshore) and chops up, plus most of the breaks are reefbreaks and that can be pretty far out in places. But you may catch it on a good day.
On Kauai, try Hanalei Bay or Tunnels, (good luck parking at Tunnels, there are some spaces, but they fill up fast.)
As far as board rentals, anywhere you go there is a surf shop and they all rent boards.
