Yes you can surf in India, January is one of our smallest months but here in Kerala there is always a wave. There's a surf scene, a kids surf club and a little surf shop in Kovalam, plus my wife and I run Kerala's only surf camp up the coast a bit in Varkala: http://www.soulandsurf.com
Sri Lanka attracts a bit more swell and the reefs shape it a bit better, but the surf is fun here and there's almost no-one else in the water (yet!)

here its season in sri lanka in the southern coast if u wanna surf and if u heading to welugama, sri lanka just let me know ill help u to find a good surf spot and if u want a accomadation

I am going to be in Goa for a couple of weeks in October/November and want to learn to surf while I am there. It seems that there is not much organised surfing in Goa but I wondered if anyone could recommend anywhere where I could get involved.
