My concern is its the first step to exclusive rights and could see a chain reaction effect through the island chain, other resorts with licences may decided to enforce there rights with the attitude if they can do it then we can to.
Capping crowd numbers at maccas may seem good idea to some, but it only means crowd pressure is placed on other breaks, fast tracking other resorts with licences to wave rights to enforce there rights.
We must remember that most resorts in mentawais were funded by investors who demand $ returns.
This could get real ugly down the track.

You must also remember that a few of these big resorts are for sale and could end up in anyones hands, they may have been started by surfers but could end up in the hands of people are only concerned with making money and exclusive rights to one of the best waves in the world, be it maccas, Ht's or any others is a recipe to make big money.

What's the problem? The boats have to pay? Or 2 boat maximum? Who is going to enforce? and How?

"What's the problem? The boats have to pay? Or 2 boat maximum? Who is going to enforce? and How?"
Whats the problem? Many many problems.
First no body should control a surf break, even in Fiji they have realised this is no good and scrapped rights.
For charter boats its a big problem or if your a guest on a boat as you can never predict what days will be good or best, a boat may have next thursday booked, but it may be flat on thursday but on Saturday its pumping..oh sorry no can do...no booking.
Its also a problem for other resorts and other surfers as boats that don't go to maccas have to go elsewhere, conditions dictate this, for instance Lances left works in similar conditions, putting pressure on crowds at lances left.

Crowds suck, but it is no ones right to control crowd numbers so a business can be viable or make more money, the crowd and surfer like anywhere in the world, dictates how crowded it is, the surfer makes a choice do i go out or not?
Remember the boats are not new, the resort was built with the knowledge of the charter boats and crowds, I'm sorry if the resort can not get guest because of the crowds or justify the prices charged with crowds, then that just means the business is not viable.
But controlling a surf break for sake of a business is not right at all.

I understand, but who is going to enforce? Can't a boat just drop anchor and send their guests out?

I believe at this point, yes early every morning that is what happens boats come in and surf it then the village officials come and kick them out, not sure why they don't refuse, i guess scared of getting police and law involved?
Hence from early morning its a free for all get in while you can, so more crowded early morning instead of the crowd being spread out during the day as normally is.
Note normally goes cross to onshore mid morning, but still good wave unless strong onshore..
this info is from post by charter boats on Facebook

I guess there's not much to debate about then.
