There are few surf spot for local in Padang. Pasir Putih beach, 15 minutes from downtown to the north side and Air Manis beach 40 minutes to the south, you must pass the hill (with beautiful sighseeing) to get close over beach. Those for beginner. And the closest, Purus beach but to get the waves you must paddle passing dirty water and quite crowded.

yes at he river mouths, it breaks like lowers, but exstremely polluted, don't do it.

most expatriates surf on Airmanis Beach. Great for longboarders, fun easy waves, less filthy.
