I have done a bit of research and from what I understand the South East of Bali (around Sanur) is good around that time. Is this true or doesn't it really matter when you go?
Also is it easy and cheap to get around to different surf spots near Bali ? Would I need to use a boat or are there many surf spots I could just reach by paddling ?
I would appreciate it if someone could give me an estimate of the costs for a trip this long as well as any other advice you are willing to give.

I don't know the length of your stay.
But at this time of year, it's the begining of dry season, so no need to stay in Sanur, you can go in Bukit or Kuta.
Use rather a motorbike to go to travel to different spots. (roughly 7 uSD a day) Many legendary spots you can reach in a 30 mns range from Kuta.
Not so many spots you will need a boat : Nusa Dua and Kuta reef mainly. (but I don't recommend the last one)
The price of your stay depends on your comfort standards... But if you rent motorbike 7 USD + 15 per hotel (cheap one), that makes 25 a day.

I'm planning to go from around November to February. Is the surf still good around this time?
