My vote would be the week prior to 12/15, with a base of ops somewhere between Port Antonio and Boston Bay. That would put you about midway between Buff Bay (with my fav Peeni Walli's surf spot) and the Ranch, with Boston and Long Bay covering the basics. Expect to drive.
This northeast-centric view doesn't take into consideration that the south coast can fire during this time as well. However, the north has the full tropical look, whereas the south is a bit arid. The two camps I've seen advertised are both on the south coast before you hit Kingston (which you shouldn't without a guide).
