Try Sayulita in Mexico, just come from there. It's got nice left and right point breaks right in the town. Great food and cool people. Can get a bit crowded in the late afternoon.

nosara, costa rica... laidback, definitely good for beginners, middle of no where (if you're interested in the anonymity), and surf lessons/rentals there are available and affordable.
