for the most part Nicaragua is a safe country, although very poor, so if you are a travelling surfer, rental car, boards, etc. you are a target. Mostly for the police who will stop your car, expect a tip, etc.
Go to San Juan Del Sur, many gringo men and women surfers, plus a large and cool local population. Many hotels from cheap to expensive. (SJDS - 2 hours south of managua)No waves to walk to in SJDS, everything by boat in the harbor. Just go down to beach with board, many boats going to breaks. Go to the surf shops or to the fisherman at the beach, they will take you north or south of SJDS to surf for as long as you want.
