Thats a good ? . The north does blow offshore quite often but Im not sure how much wind you need and if you want to ride the waves as your kiteboarding. When you go you will see that the north offers alot so good luck.

Daniele, the best spot for kitesurfing, windsurfing and waterski, in peru is a beach called "paracas" 230Km south lima. I recomended very much.

Hey i live here in Peru.. the best spots in the north coast is mancora... from there you can travel to diferent spots near each other.
If you are in the capital, Lima; you can go south at this time is your best option (more wind than the north) its only 2 1/2 hours from lima.
I go every weekend with my friends to kitesurf.. write me when you come around (firstname.lastname@example.org) will be no problem to show you the spots.
