Hi! I think San bartolo, Punta Hermosa, south of Lima and Organos up North Peru would be nice places - its very close to Mancora so you also can be in both beaches.
I have some freinds who provide of surf classes and accomodation over there.

if you want to stay on a place then is not worth to rent a car, but if you are hungry of waves then you can follow the swell with a small car, searching spots from Lima to Ecuador or something like that,if you`re a group so you can split the money and have the adventure of surfing in S.A. Colombia is not a remended spot,but nice scineries....all aorund.
