PAL (Philippine airlines has a plane from Manila to Surigao (3000+P) then the Montenegro ferry from Surigao to Dapa, Siargao (200P), then tri-cycle from Dapa to General Luna or Cloud 9 area (200-300P).
Need to make it quick from Surigao airport to pier as plane arrives around 11am and boat leaves around noon! Tri-cycle from airport to pier should be 100-200P but you might have to pay more as the drivers are oportunistic. Extra might be worth it though because a decent nights stay in Surigao is about 1200P and there is NOTHING in Surigao worth seeing.
PS stock up on cash as there is no ATM on Siargao Island! Some selected resorts will take visa but local motorbikes/boats/tours/food/drinks/ect will not take any type of cards!

the alternative if your in Cebu is to get the night boat from cebu to surigao which is 3000 for a suite and pretty nice....and then follow the same instructions as before...
