Hi there. All the west coast of Portugal is good to surf every year. We would recommend the Peniche area, as it has different beaches for all levels of surfing, and it has beaches that are turned to north and others to south so no matter where the wind is there is always at least one beach with waves. Regarding the wetsuit for that time we would recommend 4.3. The water should be around 15ºC.
