I am coming to beautiful Portugal this june and july with an archaeological survey. i will have some down time on weekneds and some afternoons. at the end of the project (Aug1) I plan on making my up to france and over to Ireland to visit relatives and catch the autumn surf there. Question: How is the public transporation for accomodating boards such as the Eurorail up to france and what not? do they charge extra? should i just rent a car?

I've been travelling in France/Spain with a 8'0' board by train, and never been charged extra for it. It gets a bit crowded, but at least I've never had anyone steal it or break it even if I've left it in the passageway while sleeping in the cabin.
Now, Paris metro with that board, that's a tighter spot.
