I know that at least in Guincho, Peniche and in Ericeira you have campings not far from the surf beaches (bring a bike for better shuttle)... its illegal to camp with tents outside authorised parks, so you risk being thrown out by the police. You can rent a caravan instead and then you can park just next to the beach (not all will allow you in the high beach season though)
