Both spots are good but around LIsbon you also have Praia Grande, Pequena, Macas and Guincho. They are all very close together. Any further North you would have to go to Figueira etc.
The LIsbon coast has plenty of options and offers great waves and conditions for all levels. Have fun

it depends which way the wind's blowing! Peniche has a much better variety of spots which work on different wind conditions. In Ericeira you'll be praying for easterlies, but if you get them you'll be laughing. Ericeira is a nicer town to stay in however, and in the past I've stayed there and driven up to Peniche when the wind swung round.

good advice from toby, peniche has better variety in surf but the town itself is a bit shit and locals have attitude

I recommend you peniche, because with any wind and direction of swell you can surfing, in ericera it is already a little more difficult, but with the ideal conditions, the warm one of the waves they are the best in any of two spots
