In this epoch I recommend to you the Beach of Carcavelos, in Cascais, it is ideal for beginners, and it is much next to everything, surrounded with several Lodge, restaurants and public transports.
If you want more information, send to me a mail that will help you with great pleasure.
Take care

Hi Bartie
Lisbon is a good area as you have many spots to choose from. The public transport is really good, reliable and pretty cheap.
Food is also cheap in both supermarkets and restaurants, coffee shops. Its not expensive to eat out.
Renting a board can be around 20 Euros per day but if you stay for a long period you can get a good deal on it.
I hope this helps you when organizing your trip and let me know if you need any more help. Take care
