Along along the west coast of portugal are good spots, although August is one of the least favorable months for surfing (like all along the west coast of europe)

In August one of the best options to get some waves is Ericeira, unfortunatly my house is already full in August, but see if you like anyway, 10 minutes from beaches.
www.casadaadega.blogs.sapo.pt, but there are some rooms and houses to rent and the camping in the village too.
Peniche is a very good option too.

Hi! We went in august to oporto surfcamp. It's close to Porto. Because it's more north it has more swell in the summer. The south is busy in the summer but here we still had good waves and quiet beaches. It's a nice guesthouse/surfcamp and they take you if you want to all different type of beaches. We were with a group and we had a real good time. Very relaxed and friendly people. their website. www.oportosurfcamp.com

There's a great place 30 min. north from porto, called afife... i suggest that you look around for accomodation, there's a surf camp (with a lot of bedrooms) with nice people, wonderfull seaview

why not pick a rental van up from Siesta campers near Faro and check out all the spots on the west coast.

In fact last August absolutely pumped in Portugal - I know because I wasn't here then and I had to hear all about it when I got back! North might be better than south for sure but it depends what your priorities are. Afife gets sick waves and you can easily get into Galicia which holds all sorts of good options if the wind changes. If on the other hand you want to party you're better off further south.
