Hi Anthony, santa cruz is the best option for you. You may come in the winter if you want to catch really good waves: points and reef breaks, rights and lefts, 1-1.5m, light off-shore and no crowd.
You can stay in Santa cruz surf academy, it's a house near the beach, cheap prices and they take you to another spot if it isn´t good in santa cruz. They also have transfer. If you want more information contact firstname.lastname@example.org ALOHA
