south spain is not so good during summertime, better in autumn and winter.
north spain you will find better waves, I was in Galicia last year in June, it was amazing, only a few surfers in the line up, I was in Valdovino, a small village, there was not so much to do there, but good waves and nice nature to discover. And if you are lucky you will surf with dolphins there, as we did last year. good luck

It may be to late but it may help others. Last year I've been to this surf camp in Zarautz run by Stoke Travel. it was pretty good! Nice waves their and hey do day trips for 30€ with 2h hours of surf lessons, board hire, lunch, unlimited alcohol and they pick you up in San Sebastian.
But I know that in San Sebastian depending on the weather you many find the waves you're looking for! Hope you had a good time surfing!
