Want to go there around New Year eve for 3 weeks, how is the surf at that time of the Year? It does also mention crowded, Is it really?

It will be very crowded especially around Hikka, expect 30 -50 people on the mail peak anytime there is any swell.
Swell size from flat to 5-6 foot lots of offshores and great weather.
Hikkaduwa is packed then full of backpackers, for slightly emptier surf head south but don't expect it to be empty anywhere.
