Can't really go wrong with Hikkaduwa at that time of year. Good place to stay, waves right on your door step, cheap accommodation, surf rentals and schools etc. Crowds might be a factor though as its hardly a secret, and the waves are reefs. Anywhere along the southwest coast will be on in Jan as the  trade winds from the Northern Monsoon blow offshore then. Good luck, Sri Lanka is awesome. See the photos, watch a short clip, and read about my latest surf trip to Sri Lanka at www.coastroadproject.com

Jan you definitely have to hit the South-west coast as the season is dictated by Indian Ocean trade winds from November to April, and sees grooming offshores from the North East smoothing the beaches and reefs of Hikkaduwa, Unawatuna, Midigama et al to silky perfection, whereas surfing Mecca of Arugam Bay on the East Coast will be blighted by constant onshores from the Northern Monsoon.
Unfort for you south west is predominately reef breaks that might be a bit too full on (not too mention crowded in Jan) for a beginner.
