not sure about matara, but right now it seems to be th end of the season on this side of the island. certainly in weligama and hikkaduwa it's low. depends how big the waves are that you are after. they say in July the place to go is Arungam Bay. that's much further north. I guess Matara might still be OK but not sure.
Note that transport is slow in sri lanka, considering the distances. Here are some timings:
Colombo (airport) Weligama 4h at night, 5h by day (traffic)
Colombo Arungam 10 hours
Hikkaduwa Arungam 7 hours
my guess is Colombo airport matara would be 6h
the little guesthouse i was staying have a cool driver. 8000 r for airport pickup to weligama - but i'm sure he can go to matara.
