Head south to Kenting National Park. You've got options there in Nanwan and Jalushuei that will rent boards and probably give lessons as well. The whole south tip is a national park and there are plenty of options for hotels. Nanwan is a small town and Jalusheui is just a collection of houses featuring a couple B&B's and a surf shop. Camping is free and pretty popular as well.
