No problems in this season, in Khao Lak, in Phuket 'Surin, Kata, Patong...)
For the boards, I recommend you http://www.rentasurfboard.com, renting on the beach is arip off.

Just got back and had fun wind swell waves at Kata Beach, Board hire on the beach was 100 baht per hour, also great food at Cafe Operah in Kata - 100 baht per meal - loved it...

if you want uncrowded waves, and really good lessons try koh lanta, much nicer place to hang out than phuket, less touristic, and great value accommodation
