Travel outside the US

Hello Web, I am researching for a trip I plan on taking after tax returns in 2013. Looking for a place to stay cheap, surf, and eat well on a budget. I am thinking about Costa Rica first off but im interested in other places. I am wondering what are the easiest and cheapest places to fly to, including shipping boards. Is central america alot cheaper than the islands and where are the best ladies? any insight is apprectiated,
