Best advice is to get the Baja Surf Guide (the brown paper back book). You can pick it up at most surf shops and it's the best guide out there...

Go to Coyote Cal's- its a Hostel in the absolute back end of nowhere a few hours south of Ensenada, but near a lot of good empty breaks. Own transport would be good, my missus and I hitched a ride from the main road in an ice cream van and a JCB- Thats the way to Travel!!

I did surf Baja a lot in the past but it is definitely way too barren. No shade and now it is very crowded. Mazatlan has way more breaks, way cheaper hotels and you won't even see surfers on the flights so surfing mazatlan is like going back in time about 30 years.
Surf spots in Mazatlan: about 50 classic reefs and points, and some amazing rivermouths like "29's" w/ perfect rights during the rainy season and incredible barrels and Revelations [a little like Sunset Beach] right next door...
The area gets the same surf as the rest of Mexico but there is so much more going on in the area. It is just a good place to have a beer, enjoy the food and the culture. Be nice to the locals if you surf mazatlan.
