I lived in Hue for 3 months and use to just drive the mountain pass to Danang to surf. One of the few places in Vietnam where you can rent surf boards is on China beach in Danang called Tam's pub and surf shop. The swell can be big but it was rather messy when I was there.
The only other place I surfed in Vietnam was in Mui Ne near the city of Phan Thiet. Its mainly kitesurfing round there but one company "Surfpoint Vietnam" is owned by a Polish guy called "Adam" provides both Kitesurfing and Surfing lessons and rental.
