You picked some pretty cold water locations to choose from.  Maybe the west coast of Australia?  You can forget Chile's waters, always cold.  The problem is the coasts you chose are either bordering on the southern currents sweeping around Antarctica or are subject to oncoming winter weather.  South Africa has a shot at being the warmest of the bunch, the east side gets current from the Indian Ocean.  Maybe some blokes from down under can clarify their coastal temps better.  Good luck.

I've heard Perth has colder water than over east.
Apparently cold water and even cold air can give one surfers ear more readily.

It's supposed to be so cold at Catus peo[ple wear a full length wet suit but the out of the water is super hot.

Im living in West Australia but I've swum in both the Pacific and the Indian oceans and I can tell u the Pacific is MUCH warmer than the Indian Ocean. Doesn't stop me surfing or swimming the mighty Indian though, even if I often end up with a case of the shakes - and I haven't even had a drink.

Dunno bout Chile or South Africa but if I had to take a pick outta all four I'd go for the Pacific as being the warmest - well thats my two bobs worth anyways :)

Save the Whale  ( Let it swim with it's Tale)
When the whales pee near you does the water get warm.
When they mate out to sea, all the humping sends in some real heat gererated energy with real good waves greated from all the humping.

Hi, you're getting some sketchy info so far. Especially about Australia.
I'll elaborate a bit, I actually just did but my post was too long so I'll cut it down a bit.

Details to follow.

O.K Lisa, that seemed to work.
East Coast Aus warm currents April water temps. 22-25degrees C.
West Coast pretty much the same.
Chile, cold current, cool water.
South Africa, not totally sure but I think similar to East coast Aus, warm current.far south would be cooler.

These coastlines are massive, they all stretch from temperate southern regions to tropical areas so you could definitely experience warm water  in the northern parts.
And as far as onset of Winter, no way April in Southern Australia and S. Africa is just the turn from High summer into Autumn and it's the best weather of the year , clear, still, warm and yes even in the Southern regions of East and West coast Australia, still experiencing warm water 20-23 degrees in the south.
