There are many cheap losmen/homestay in Padang, check out lonely planet guide, but there are no real waves in Padang, you gotta go out to the Ments or Nth Sumatra....
But to be realistic its a mission to go on your own, even with a good grasp on Bahasa Indonesian, theres many problems. see below.

1/Main problem, once you do make it out there, is getting to the waves, that are far offshore or on small Islands, hence need a small boat, hence need someone who speaks Bahasa Indonesia to organize this and others to help pay for the $.
2/ food and acomadation, most often if you can find any there far from waves.
3/getting ripped off, by Police or locals if you dont have someone to mind your things, there's no banks/ATM hence you need to take lots of $
4/Knowledge, you can waste a lot of $ if you dont know where to go when.

So your options are spend big $ on a charter or camp and forget the hassle's or find a local surf guide that can help you getting there and around and knows where to go and when and will also look after you and your things $ while surfing.
PS. I think there was a few who posted topics a while back..look on the forum below.

the main thing to do is get a local surfer to be ur guide. you will need to pay him, but in most cases, they will be glad to help you. as long as u get them some food and beer, they will have ur back and can almost always be trusted.

Dudes, I went back a place around Padang called Ricky's Beach House. They got lovely waves over there and that place not into the guide yet, check out their website www.authenticsumatra.com so pretty combination between local life and relax.
