Best Spot for Beginners??

I've been surfing on and off for the past 6 months and am still a beginner.  
Where is the best spot for beginners in APRIL?
Where is a cheap yet nice spot to stay at in APRIL (the week AFTER HOLY WEEK)?

I think my best bet is in Surigao from what I've read, but where is the best beginner break in surigao?

chick surfers a lot from manila, they come to la union almost every weekend(s), try pagudpud for surf on aparil, luck for san juan

try the beach break sandy bottom first before surfing the reef.
siargao is all reef break.and the waves are not friendly for bigenners.april month,try daet or baler,late amihan season,wind usually ligther in april.wind swell.
