Santa Teresa and Mal Pais, Nosara and Tamarindo are all on the Nicoya Pinninsula. The Nicoya Pinninsula is beautiful but pricey if you are planning on staying for 2-3 months. Forget about Tamarindo - heavy localism; everyone gathered at one nice but small break. An American chick on a long board calls herself the 'Queen of Tamarindo' is is the ring leader out there.
Jaco is probably the best best for a long term stay. There's a guest house called the Kangaroo down the south end of town. Located just a 30 meter walk from the beach and some decent surfing. Cheap too. Sure, there are some prostitutes in some of the bars at night. Just go to a different bar. I was there a few years ago. Check all info.

I actually live in Tamarindo and though it is not the least expensive place in Costa Rica, it does have fun, mellow waves from January - March. As for the "queen of Tamarindo," I have never met here but please rest assured that the main break (one out of many within walking distance), though sometimes crowded, is far from localistic.
