i went to costa rica lst year and i founf tamarindo was the best it's freaking aswome i suggest staying at the bottella de leche hostel it's about 10 per night and really well kept

Carribean side I'd go to Salsa. I went there this Christmas and it was awesome. Pacific side I'd go to Tamarindo or Mal Pais. Except don't go to Tamarindo during Easter or Christmas because of the crowds.
