portugal is great!
you have plenty of spots there all along the coast...
i think for beginners peniche is always a good place.. it's crowded but still beautilful and there are plenty of breaks. another advantage is that you can manage without a car. there are loads of places where you can rent boards and get lessons.
i know a great surf school it's called tribo do mar, it's quite small and run by really really nice helpful and reliable people, david and linda. it's a little bit outside of peniche in consolacao and they also rent rooms there.
if you want to be more independent you just rent a board somewhere and stay either on one of the campsites (but they are quite ugly) but it's also easy to rent a room in town.

check out the surf experience portugal located in lagos/algarve! u can find it with wavetours...
had an awesome time there!great surf sports and perfect accomodation!!!

HELLO check at www.berberorg.com nicest accommodations, cosy cottages in medievel ruins,swiming pools, barbecue , gardens, over the famous ribeira dilhas beach, official surf school of the Ericeira surf clube. and classes all over the coast from Lisbon coast to Peniche.
